The Survey of the Soil and Groundwater Contamination in Chang-hua County in 2023

For environmental sustainability, the "Survey of Soil and Groundwater Contamination in Changhua County in 2023" program has been initiated. This comprehensive project encompasses nine major tasks: (a) Investigation and maintenance of groundwater monitoring wells; (b) Management of storage systems; (c) Enterprise investigation and verification for assessment; (d) Operations related to monitored natural attenuation and assessment; (e) Supervision, inspection, management, and verification of contaminated sites; (f) Monitoring of heavy metals at farmland sites and synchronous sampling of crops and soil; (g) Supervision and verification of farmland contamination removal; (h) Operations for the prevention of contamination in farmland and facilities; (i) Management of public complaints and emergency response. The plan had been executed from January 1st 2023 to November 30th 2023, and the results of implementation were summarized as follows: The groundwater monitoring wells investigation for 124 regional and located monitoring wells was completed. Also finished 8 exterior appearance maintenance, 4 facilities repairment, 14 conditional assessments, 6 purges and 5 foreign matter exclusion. For the task of storage system management, there were 23 underground storage tank systems and 44 aboveground tank systems improvement tracking and re-evaluation completed. The assessed enterprise had conducted on-site inspections and interviews for 6 factories, then investigated 2 operators and all results were below the soil pollution monitoring standards. The monitoring of natural attenuation and completion of assessment operations involved the sampling and analysis of one standard well and three simple wells throughout both wet and dry seasons at the site. The feasibility assessment, based on the test results, yielded only 4 points, indicating a low potential for utilizing monitored natural attenuation in the site's remediation process. The operation involving supervision, inspection, management, and verification of contaminated sites successfully conducted regular inspections at a total of 57 contaminated sites, with verification for improvement carried out at 18 listed sites. In the heavy metal monitoring task for farmland, we completed 110 sites monitoring and soil sampling. Among them, we found that the soil heavy metal concentration of 5 of farmlands exceeded the standard value for edible crop farmland. Additionally, also completed synchronous sampling of 100 crops and soil. Supervision and verification of farmland improvement operation total completed improvement area was approximately 0.81 hectares, with re-improvement area of 0.61 hectares, self-verified area of 1.84 hectares, supervised verified area of 6.58 hectares, and fertility verified area of 12.08 hectares. In farmland contaminated prevention operations, 196 on-site inspections were conducted, along with 415 monitoring operation. Among these, 37 sites fell between edible crop monitoring standards and control standards, while 378 sites did not exceed edible crop monitoring standards. Facilities contaminated prevention completed 27 on-site inspections and prevention management for Group A (Enhanced Management Group) businesses. In the investigation and sampling operation, 6 cases were selected, with 5 exceeding soil pollution control standards and 1 not exceeding soil pollution monitoring standards. For Group B (Self-Management Group), data checks for 90 main contaminated prevention management plans were completed, along with on-site checks for 15 companies. Businesses were requested to revise their self-pollution management plans based on suggestions. Group C (Inspection Management Group) completed 31 on-site inspections, recommending 3 companies to adjust to Group B (Self-Management Group) and 1 company to be removed from supervision. In public complaints and emergency response operations, 6 sites underwent soil and groundwater investigation operations.
